A. Rashtchinski was born in the town of Logojsk. He graduated from the Russian Academy of music as a choir conductor, in 1984 - from the Belarusian conservatoire as a composer (class of prof. E. Glebov), and in 1986 finished post-graduated course (E.Glebov class). At the present moment he works at Minsk musical college. He took Republican awards for the choir "Dobraj ranicy" /"Good morning!" (1980), for the concert fantasia "Z roha - usjaho mnoha" (1987).

Transcriptions of belarusian folk songs that A. Rashtchinski wrote for folk ensembles "Horoshki", "Kupalinka" were performed abroad many times.

"Concerto for choir is written in memory of Aleksey Grass, my teacher of solfeggio and music harmony at Minsk musical college. Understanding of the missing 4th part with percussin came later.It's my most sincere music".
